In 2017, the Editions Spotkania publishing house published the book “Julian Kulski. President of occupied fighting Warsaw,” whose author is Magdalena Stopa – a well-known varsavianist and writer.
The book describes the unknown history of Julian Kulski, deputy to Warsaw Mayor Stefan Starzynski and commissar mayor of Warsaw during the occupation. After Starzynski’s arrest by the Gestapo on October 27, 1939, Julian Kulski received from the German occupation authorities an “offer not to be rejected” – to take up the post of commissary mayor of Warsaw, heading the city administration and the entire subordinate administration and infrastructure under the direct supervision of the Germans. This was a difficult, extremely dangerous and thankless role. Although the work of the City Board was carried out in close cooperation with the authorities of the underground state, it took place in daily contact with the enemy, with full knowledge of the constant risk to life.
Magdalena Stopa reveals to readers unknown facts and evidence of the heroism of many forgotten figures, as well as the behind-the-scenes work of the city between the demands of the occupying forces and the work of the underground.
