President of the Board

Małgorzata Bogusz serves as the President of the Management Board and fulfills the duties of the founder at the Kulski Foundation for Polish-American Relations, established by Warsaw Uprising participant Julian Eugeniusz Kulski (1929-2021).

She is the originator and implementer of the transatlantic initiative called “The best way to predict the future is to create it,” a recurring international forum for discussion and exchange of best practices in areas such as international policy, security, healthcare, and social issues. She was responsible for the Foundation’s most significant historical project, the construction of the monument to the Presidents of Greater Warsaw: Stefan Starzyński and Julian Spitosław Kulski, unveiled on October 9, 2021, on the Vistula Boulevards in Warsaw. For her efforts in promoting knowledge about independence traditions outside of Poland, she was honored with the Pro Bono Poloniae medal.

Małgorzata Bogusz is a member of the European Economic and Social Committee (EESC) for the 2020-2025 term, representing Group III, which includes representatives of non-governmental organizations. She is also a member of the Monitoring Committee of the National Recovery Plan (KM KPO) at the Ministry of Funds and Regional Policy. She is an expert in public affairs and social communication with over 20 years of professional experience.

For many years, she has been involved in social and educational activities, implementing numerous projects as part of her pro bono work in non-governmental organizations. In 2011, she coordinated the implementation of the international Fit For Work project under the auspices of Poland’s first presidency of the Council of the European Union. The Fit For Work project focused on raising public awareness about musculoskeletal disorders and the related challenges for European economies in the face of an aging society. The project’s ambassador was Lech Wałęsa, former President of Poland and Nobel Peace Prize laureate.

She is the initiator and co-creator of the “Coalition for Healthy Aging,” honored with the “Teraz Polska” emblem, and the Foundation for Healthy Aging, whose activities in 2012-2014 aimed at building a healthy and active society aligned with the priorities of the European Year for Active Ageing and Solidarity between Generations 2012. She was also responsible for organizing and coordinating two international congresses dedicated to the challenges of aging policy in Poland and public health issues. She initiated the publication of the scientific work titled “Healthy Aging. White Paper,” which analyzed the issue of active and healthy aging from health, economic, insurance, and social policy perspectives. The publication includes diagnoses and characterizations of the challenges facing our society and attempts to translate this knowledge into concrete actions and decisions in the fields of social and healthcare.

Małgorzata Bogusz also heads the Institute for Social Development – a civic think tank that serves as a forum for in-depth debate, analysis development, solution proposal formulation, and exchange of views among various communities. The concept underlying the Institute’s creation is to analyze socio-economic phenomena through the lens of health and healthcare issues, which impact every aspect of life and economic activity. Małgorzata is also the initiator of numerous educational and scientific projects implemented by the Institute, including conferences, debates, and scientific reports on shaping healthcare in EU countries (to date, the Institute has developed and published 25 analytical-scientific reports). One of the Foundation’s main initiatives is the unique format of meetings and expert debates called the Healthcare Policy Summit, held regularly since 2022.

Małgorzata Bogusz is also the co-founder and co-owner of the consulting firm Vision Group Executive Advisors and has twice served on the board of the Association of Public Relations Firms – an industry organization representing professional PR firms in Poland. She holds a degree in political science from the Faculty of Journalism and Political Science at the University of Warsaw. She lectures on public affairs at the University of Warsaw as part of the “PR Laboratory” course.

Paweł „Naval” Mateńczuk

Representative of the Minister of National Defense of the Republic of Poland for Military Service Conditions. Former soldier of the GROM Military Unit, author, lecturer and traveler.

From 1993 to 1995, he served in the 1st Special Regiment in Lubliniec. During his service, he participated in the UNIFIL UN mission. He served in the engineering and sapper company in Jwaya, which built roads and cleared mines on the Lebanese-Israeli border. He was an operator in JW GROM from 1998 to 2012, where he concluded his service as a senior warrant officer, commanding a section. During his service, Naval undertook nine combat missions, including deployments to Iraq and Afghanistan. Throughout his military career, he was actively involved in counter-terrorism efforts. For his service, he was decorated multiple times, including receiving the Knight’s Cross of the Military Cross, the Commander’s Cross of the Military Cross, and the Gold GROM Badge for his combat actions abroad.

He is a lecturer at the Helena Chodkowska University of Technology and Economics in Warsaw, specializing in internal security. He strives to support charitable and non-governmental organizations with his knowledge and experience, including the Polish Humanitarian Action and the “Academy of Sports” Foundation, as well as uniformed services. He was a volunteer at the Warsaw Uprising Museum.

In collaboration with Polsat Sport, he produced ten episodes of the program “Naval’s Shooting Range,” featuring guests such as Zbigniew Boniek, Przemysław Saleta, Renata Mauer-Różańska, and Tomasz Hajto. He is also the creator and co-screenwriter of the television program “GROM – We Create History,” produced by Polsat Sport to commemorate the 30th anniversary of the GROM Military Unit.

Piotr Gulczyński

Piotr Gulczyński

An experienced manager and promoter of social projects, Piotr Gulczyński has been managing non-governmental organizations for many years. In the 1990s, he co-founded and led the Academic Section of the Euro-Atlantic Association.

He served as an assistant to Professor Władysław Bartoszewski and collaborated with the Polish Robert Schuman Foundation. Since 1997, he has been associated with the Lech Wałęsa Institute Foundation, initially as the Coordinator of International Cooperation and then as the President of the Management Board from 2000 to 2014.

Since 2006, he has been a member of the Permanent Secretariat of the World Summit of Nobel Peace Laureates and, in 2013, he was the Head of the Organizing Committee for the 13th World Summit in Warsaw.

In 2015, he served as a Member of the Management Board and Managing Director of the Ronald Reagan Foundation in Poland. From May 2015 to August 2019, he held the position of President of the Management Board of the Foundation for Healthy Aging, with which he had been associated since 2014, serving on the Program Council. From 2010 to 2012, he was appointed by President of the Republic of Poland Bronisław Komorowski to the advisory and consultative committee of the National Security Review. From 2012 to 2018, he was a Member of the Program Council of the European Forum for New Ideas organized by the Confederation Lewiatan. Since December 2021, he has been the President of the Management Board of the KREA Vitae Foundation based in Tallinn. Since 2015, as a private entrepreneur, he has been involved in projects carried out in Poland, Italy, the United States, Mexico, and Estonia.

Holder of a 3rd-degree black belt in Krav Maga and Defendo. Graduate of the Academy of Physical Education in Warsaw and The Bush School of Government and Public Service in the USA.

Originator and co-creator of the Neighborhood Watch in the Las Estate in Warsaw’s Wawer district – a grassroots social project that has recently gained the most media popularity among all civic initiatives in the area of security in Poland.

Her professional experience includes positions at the Ministry of National Education, the Marshal’s Office of the Mazowieckie Voivodeship in Warsaw, and the Headquarters of the Agricultural Social Insurance Fund. She is an internal auditor for the standards PN-EN ISO 9001:2009 and PN-ISO/IEC 27001:2007.

Since 2012, an advisor and consultant for the private sector, serving companies from Poland and the United Kingdom. From 2012 to 2014, he served as the Managing Director of the Polish branch of Quintessentially, an international leading lifestyle management company.

An enthusiast for building and strengthening Polish-Jewish relations, he is family-related to the Jewish Historical Institute Association in Poland and the Yad Vashem Institute in Jerusalem.
